The RNC Committee just voted 86 to 23 to adopt Rule 12. Not sure what it means but Mike Lee voted on the losing side.

It seems to mean that the never-Trumpers have at most 23 votes. Not enough for ‘minority report’ status.

There is an anti-establishment cadre too that is not necessarily anti-Trump.
