Trump should just respond by saying “if she is elected, Hillary could give or sell top secret information to our enemies, resulting in the deaths of our personnel located overseas, or, she could sell that information to people who will pay her or her husband for it. We know this BECAUSE SHE ALREADY DID IT, and the DOJ has already given her a pass for this activity”.

The Founding States had made the first numbered clauses in the Constitution, Sections 1-3 of Article I, evidently a good place to hide these clauses from Congress, to clarify that all federal legislative / regulatory powers are vested in the elected members of Congress, not in the executive or judicial branches, and not in faceless, non-elected bureaucrats such as those running the constitutionally undefined EPA and IRS as examples.
So Congress has a constitutional monopoly" on federal legislative powers whether it wants it or not. But by unconstitutionally delegating such powers to non-elected bureaucrats, Congress is wrongly protecting such powers from the wrath of the voters in blatant defiance of Sections 1-3 mentioned above.
Note that by allowing bureaucrats outside the legislative branch steal and exercise Congresss power to appropriate taxes that lawmakers are able to keep their voting records clean. And by keeping their voting records clean, corrupt lawmakers are able to fool low-information patriots into reelecting them.
Also, patriots who might have missed the following note about the annual federal budget, as the Founding States had probably meant for it to be understood, will probably find it disturbing.
Regarding $4 trillion and projected $5 trillion dollar annual federal budgets, note that a previous generation of state sovereignty-respecting justices had clarified that Congress is prohibited from appropriating taxes in the name of state power issues, essentially any issue that Congress cannot justify under its constitutional Article I, Section 8-limited powers. This is evidenced by the excerpt below.
Congress is not empowered to tax for those purposes which are within the exclusive province of the States. - Justice John Marshall, Gibbons v. Ogden, 1824.
In fact, based on the Courts statement above, here is a rough approximation of how much taxpayers should be paying Congress annually to perform its constitutional Article I, Section 8-limited power duties.
Given that the plurality of clauses in Section 8 deal with defense, and given that the Department of Defense budget for 2015 was $500+ billion, I will generously round up the $500+ billion figure to $1 trillion (but probably much less) as the annual price tag of the federal government to the taxpayers.
In other words, the corrupt media, including Obama guard dog Fx Noise, should not be reporting multi-trillion dollar annual federal budgets without mentioning the Supreme Courts clarification of Congresss limited power to appropriate taxes in budget discussions.
Also, noting that I will gladly vote for constitutionally low-information Trump, Trump will undoubtedly be surprised when Constitution-savvy patriots inform Trump that he and his rich friends have probably been paying more taxes than corrupt Congress is constitutionally authorized to appropriate.

Patriots need to support Trump by also electing a new, state sovereignty-respecting Congress that will not only work within its Section 8-limited powers to support Trumps vision for making America great again for everybody, but will also put a stop to unconstitutional federal taxes and federal interference in state affairs as evidenced by IRS and Congress stealing dollars from citizens' wallets.
Also consider that such a Congress would probably be willing to fire state sovereignty-ignoring activist justices.
