Any rifle round will penetrate a cop’s vest which is designed for pistol rounds... I don’t think they wear plates on a day-to-day basis (or didn’t before this event).
If someone’s shooting at you with a high powered rifle, there is no body armor that’s going to help you.
They do sell, or did, M855s which are steel core 5.56mms (called Green Tips).....I got a great deal on a thousand rounds a couple three years ago.
The 30’06 black tips (I think called M2 AP or something) are harder to come by but you can still buy. You have to go looking for them.

It is possible. They are not depleted uranium rounds.
