Walk into Lowe’s & the isle signs are in English & Spanish. Is that a government mandate, or are lots of contractors Spanish speakers who may buy more goods if they can read the labels in their language? Corporate decision.
Now...I visited Ottawa and all public signs MUST be in English & Francaise. All product labels as well. It’s the law in Canada even though Quebec is but one of several provinces & French is a minority language.
If the Rule of Three is ever changed so that one character must be a Muslimah in hijab, then I’ll know we have a problem!

Nah, just reverse-engineered it based on general observation. It's technically a hypothesis, but is a hell of a lot more accurate than global warming.
Another unwritten rule is if you are selling home security, all burglars and thieves portrayed in commercials must be white people.
