He is cleverly misleading the shit out of the pulic. HIllary broke 18 USC 1924(a), slam dunk, and he knows it. So what does he do? Turns it into a political issue while claiming it is what the law demands.

What I am saying is he could have gone out and NOT listed all the crimes and infractions against 18USC 1924a But he did. He specifically showed that she had committed those crimes and then knowing about the plane visit — the BO HRC trip today. Says he won’t be the one who recogmmended indictment. ( it’s not his job anyway)
It puts it back into Lynch’s lap. And she already has shown she is under WJCs thumb.
How more blatantly can he point to corruption!
