There are two (or three) separate venues. Judicial Watch has sued under FOIA, and so has, I see, Citizens United. Those are public disclosures.

The FBI investigation has limits too, generally based on classification of documents. The criminal investigation seeks a different sort of evidence, not necessarily complete production. And I can see mulitiple FBI investigations, one on corruption, and one on failure to secure classified information.

I don't know who, if anybody, enforces the public records act. I think it's just a feel-good, do-nothing law, because it applies to the government. This was the general subject matter of the Solicitor General investigation - had the state Department operated in a way that satisfies the statute pertaining to making the records public in due course (which involves time spans as long as 100 years).

One more point, the DOJ doesn't have play in an underway FBI investigation. The success of a target in concealment of evidence depends on the skill of the target.

No that it matter for Hillary. I don't believe the FBI or DOJ are trustworthy when dealing with the country's royalty elite.
