"Personnel on base have been directed to shelter in place."Who invents these phrases? 'Shelter in pace' almost sounds like it means something other than 'stay where you are and hide'.

The same people who want to psychologically beat down our military by making them shelter in place rather than storm the shooter with hundreds of arms.

It was a phrase that used to be limited to hurricanes and tornadoes but somehow made its way into civil defense. Hey, there’s a good word. Haven’t heard much about civil defense in a few decades. Need it now.
