‘Orders’ was the word chosen by Daily Express editor. What France was saying is that now that Britain has chosen to exit it shouldn’t delay with starting the actual procedures.

To me Boris Johnson’s statements seem like the strange ones.

http://theweek.com/speedreads/632155/brexit-leader-boris-johnson-says-theres-no-rush-leave-eu-eu-sharply-disagrees

>Johnson said that “in voting to leave the EU, it is vital to stress there is no need for haste.... There is no need to invoke Article 50,”

He campaigned for leave and won. He should now step up and lead Britain through the leaving procedures.

This is what the left-wing Guardian reported -

“A new prime minister must be designated, that will take a few days,” he said, adding that it would “not be respectful” to delay the process.

I think Boris is really saying that a new govt. needs to be installed in Westminister since they will be the negotiating team. Since the process takes two years minimum a few more months won't make much difference and changing negotiators in mid-stream is never good.
