How can a man be "all that he can be" if he is taking estrogen and thinking about plastic surgery, breast implants, etc.?

So the military spends thousands of dollars to train up a soldier to tote heavy weights over long distances in inclement weather and then shoot at a target with great accuracy. Then they allow this soldier to start a regimen which will decrease his physical aptitude.

How stupid and wrongheaded is that?
