The EU commission acts as a legislative body, but is neither elected by the member states, nor is it accountable to them. BREXIT is a response to the same situation as the US in 1776 - the entrapment of having responsibilities (taxes, etc.) without liberties because the EU government loves to provide dictates without having to deal with the realities.
It is much like the 2016 US Federal behemoth. Unfunded mandates make the masses love fedgov, while inspiring hate and mistrust toward the states, who are relegated to acting as bag men for the fedgov overlords.

You know, the reality is that even a U.S. administration & president can take the voters for a ride. So what’s the worst deal for a U.S. president in that case?
Presidents Andrew Johnson and Bill Clinton were impeached by the House of U.S. Representatives, subsequently acquitted by the Senate. Nixon resigned before he could be impeached.
Last I heard, Bill Clinton was endorsing his wife for presidency.
And, what about Carter? He still goes around giving foreign policy advice after his disastrous one term presidency and legacy as POTUS.
Law or legal processes are not perfect, not even in the U.S. - ways around it, always & so far.
People voting simply means you’ve had your say. That’s all. Thereafter, it’s up to the bureaucrats we elect. They all dictate. Only people who deal with realities are the electors i.e. the voters, election after election.
