Yes - current count is 11,000,000 to 10,400,000 approx in favour of Leave over Remain. 16.2 million is about the target number given there were about 32.4 million votes cast.

ITV has basically called it. Sky TV says a 70% or more chance of a Leave victory based on their statistical analysis.
