Who is actually going to do their duty to stop tyranny? First you have to understand what that duty is, which many do not. It is not irrelevant - it is how uprisings against tyranny start because it puts you on the moral and legal high ground, very important.
Much of the reason we don’t have too many “whos” is many don’t understand their constitutionally protected rights and freedoms. For instance few get that states have the moral and legal high ground to nullify unconstitutional federal acts which are acts of tyranny.
Once enough people understood that, it would be easier to find those who would actually take that moral and legal high ground against the feds.
