You have NOT thought through your own statements. You say "One State One Vote." True enough. However, how is that one vote reached but by majority vote of the delegates. Lord The a Convention sets their own rules see the First Constitutional Convention.

That is up to each state legislature. The could send one delegate or 100. Still only one vote. Up to them.
