No he is not, he is however in charge of the Ohio National Guard, and in light of the fact that “violence” is likely doesn’t he have an obligation to exercise “sound judgment” and bring them in for crowd control. There is precedent that violence against the convention goers is likely (i.e. San Jose).
When this whole thing goes sideways, do you really think the mayor of Cleveland will be held accountable? No way! They will go up to the first Republican they can blame.

I think the difference here is that in 1968 the real power in IL was Mayor Daley, while in 2016 the Cleveland mayor, Frank Jackson, even though he has been in office for 10 years, is not a major power broker in OH politics, certainly not the way Kasich has been. Jackson would never buck Kasich, just as in '68 Shapiro would never have bucked Daley.
