If he came out of the bathroom with guns blazing then they know who to shoot. But if several come out at the same time they have no idea who the bad guy is.

Which are you saying - that they 'would' or 'would not' have been justified in shooting in the latter case?

I’m saying all hell would break loose if they started firing into a crowd hoping to hit the suspect. Cops are not supposed to shoot like terrorists. Not saying some don’t.
