I read the article. The 60% figure would decrease if they factored out Social Security Retirement Income and Medicare. Those transfer payments were legitimately earned through ongoing payroll taxes for most people. But any unearned benefit, like welfare or medicaid, should be a disqualifier removing a recipient from the voter rolls; even temporarily, due to conflict of interest.
