i read they said they were grainy but i doubt that with the new stuff they are not tapes but digital and FBI has software to clean themup and they have 400 million of people already in facial recognition database so they dropped the ball maybe AA?

The FBI was probaly just lazy here. Hindsight is 100%, but the FBI also knew that they were not allowed to take ethnicity into account.

With numerous frames on video, a pretty good picture can be constructed, I believe.
