Any government that abuses the American people and denies them their rights as explained in the Bill of Rights must be removed and replaced with a new government.
At least that is what the earthly founders intended.
What really HAPPENS, is entirely at the mercy of God. We especially are not in an advantageous position to force others to do what God would prefer, if we ourselves are not addressing our own lives to such ends.
