Even German U-Boats had anti-aircraft missiles that could be launched through torpedo tubes. Theirs didn't work very well; however, I suspect ours would.
At the time of TWA800, I believe a multijurisdictional military exercise was being run to combine multiple assets into one integrated warfare system. I wish I could remember the name of the exercise. Anyway, all that would be necessary is a sub to act as a launch platform, assuming that a vertical launch tube could be modified for the purpose. Then the other assets, ships, aircraft, land based, would guide and track the missile, perhaps even launch it.
The theory I read at the time was that the coordination software was being tested and the launch was either a complete mistake because it was supposed to be virtual, or it was supposed to be a dummy warhead, or self- destruct. None of those theories actual hold water for various reasons, though. Thats why Im left winding if it was a deliberate kill ordered by the White House, specifically Hillary, against someone on the plane. After all, the Clintons did Waco, so I wouldnt put shooting down a commercial aircraft past Hillary at all. And done this way, she could always blame the Navy for a screwup. But of course, Im still puzzling over the whole thing.
