You are 100% correct. In fact, NEVER, EVER, EVER believe a word that comes from a Federal law enforcement official about anything. They lie as easy as they breath. And please do not think this is hyperbole. It is absolute fact. Truth is irrelevant to them, maintaining authoritarian control over you is the only motivation they have.
