Weren’t the Boston bombers a know quantity, too? They knew these people were in the country And the ones in California - hard to find any that committed acts of terror that weren't "on the RADAR".
Makes one wonder why they bother to turn the RADAR on in the first place - I guess they're security "monitors" vs, security Guards....
