What this appears to show is that someone removed the classified heading. On a classified doument, each paragraph has a classification, (U), (C), (S), etc. The document heading is then the highest classification of any paragraph. It appears someone removed the heading classification or did a cut and paste job.
All they have to do is keep lying and then people believe the lie.

Most if not all classified documents are classified paragraph by paragraph with the document itself marked at the highest level text or illustration within the document.
U would be UNCLASSIFIED
C would be the standard marking for CONFIDENTIAL.
S would be SECRET
TS would TOP SECRET
Higher level classifications would include TS/SCI and as an example and assuming there is a Stopwatch program: TS/STOPWATCH.

The Secretary of State is one of a select few of about two dozen government officials with ‘Original Classification Authority’ to “classify information originally as “Top Secret” or “Secret”” on sight.
