Sorry, but GWB's 2009 Iraq troop withdrawal pre-dates the foundation and mission of the Islamic State of Iraq and Syria (ISIS) by two years. That honor goes specifically to Assad when he tried to kick the Iraqi insurgents out of Syria after six years providing a safe haven and support.

Remember King Abdullah and the PLO civil war aka Black September? A similar situation, except Abdullah wasn't an international scumbag, meddler and anti-Western terror-supporting murderer.
