Accepting any premise of leftist Socialist environmentalists without absolute confirmed proof is a mistake many make.

The rainfall patterns in CA are within the long term historical norms for California. California's large valley areas are rain shadow areas that fortunately have two major rivers that run through them, "drought" is the standard pattern for California.

The problem with CA water, is a Governmental Agency and Public "Servant" mismanagement problem.

The Valley Oak is a tree that has a tap root 100-140% longer than the tree is high. They are the largest oak in the world.

They draw their water from the natural water table.

They are dying by the millions. Many of them over 600 years old.
