Depends on what one views as "destroying healthy civilizations." I think, at bottom, these aristocrats are seeking some sort of comfortable balance where they get to rule, and the people have enough freedom or illusion of freedom that they do not become restive.
Elections are a tool to keep people from becoming restive. Elections do not displace anybody into or out of the aristocracy, merely re-assign them to different roles, the "revolving door" thing-a-ma-bob.
