From that I infer that a $70,000 box will service many households.
Why compare it to the cost of fiber then ? The article clearly says $100K for fiber TO JUST ONE HOME.
As I said, I suspect the article is incorrect. If the “box” is really $70K, then it would need to be a box attached to some neighborhood level substation serving hundreds of homes. Otherwise the capital cost is just ridiculous.
