Well of course he would. No bureaucrat wants the cushy government job and pension to go away. So they will use the power of the state to crush anyone who suggests such a thing.

The same thing would probably go for any bureaucracy that is in danger of shrinkage if not abolition. Some, maybe even most, will yield to temptation.

Cutting off the dragon’s head won’t be easy.

Of course the IRS employee wants to keep their job.

That is true for university professors who want to keep the government grant money for global warming studies coming as well as the EPA employees.

That’s why it was so hard to get rid of Apartheid in South Africa. So many voters made their living from enforcing the system. That’s why school choice meets with so much resistance. The teachers’ unions have a captive audience of little money makers, and they don’t want them to have the option to take their tax-paid education package elsewhere, just because they fail to teach them anything.
