Well, since the indians haven’t caught any migratory salmon above the dam since it was built, the obvious ‘green’ solution would be to remove the dam so that the river could be restored to its historic levels. I’m pretty sure that fish ladders wouldn’t help.
I believe you have the wrong river in mind. Salmon are not native to the Colorado River according to my sources. If you have something different, please provide the source. Thanks
