I’ve thought that for years. The system is backwards. The states are the higher power and are confederated into the United States via the Constitution. The States should receive all internal revenue, and then subsidize the confederation.

Thanks for the validation. I do believe we are both correct, and if we had enough Governors with balls, maybe no more than ten, the system could be made to work without the insanity that emanates from Washington every time it appears a State might be attempting to exercise it’s rights in accordance with the tenth amendment to the United States Constitution.
I have a personal research project to determine what year my State became what I call a welfare state, which would be having a budget independent of receipt of Federal Funds. I am back to 1980 and it is apparently much earlier still.
