In the USA the “GLBT” population is around 2%.
Doubt it is much higher in the UK, so these propagandists are trying to enforce a vast mega-affirmative action policy to force a hugely disproportionate number of gays into the BBC (as others here point out, they are probably well above 10% anyway).

So now employers will be required to query applicants about their sex lives. Most hetero and virtually all Christian employers will balk at this.

The most recent statistics from the CDC say the proportion is 2.3%, using a sample size of 230,000, with “trans-” anything being too small to register. There is no reason to think it’s anything more than that and this “we just don’t know” stuff is a flat out lie to justify inflating the numbers.
