Think theres still time for me to build some levees around my house in Reno? I don't think so. A levee might upset the delicate balance of nature. So environment impact studies will have to be done. Then you'll need EPA approval at both the regional and the national level. A UN agency might even get involved. We're talking decades of paperwork processing.
