Russia has had a native Muslim population since the Middle Ages. They are built in to the Russian nation, just as Indians and blacks are to the US.
An interesting bit in Orlando Figes “Natashas Dance” (get that, its wonderful) traces the lineage and names of the old Russian aristocracy. It turns out its full of families of Central Asian origins, many being of now-Muslim ethnicities. Of course, they were Christian by the 18th century.
