Thats the whole reason for the Feds quantitative easing; injecting trillions of dollars into the economy and intentionally lowering interest rates in hopes of stimulating the economy.
They ended QE in October 2014.
What would/should rates be?

Preferably somewhere in the general range of historical norms, and through a gradual process which may take a while depending on the underlying strength of the economy.
