We SHOULD have standard orders that any potentially hostile vessel that get within a 3 kilometers (about 1.9 miles) of one of our carrier groups on the open seas gets SUNK. But we don’t.

The operative words in your post are “open seas”.
Where they were located is very tight, and a lot of traffic moves through that area.
