Why would anyone want to inject cancer cells into otherwise healthy tissue?

This has been tried before with disaster with Chile and was a disaster after Cabinet member Salvadore Allende was elected President.

I am living in one of the ten safest cities in the world. I travel all over the city day and night. I go out of town to other Provinces for the sights and sounds. I am an American, 68 years old, forced into retirement, living in the Philippines because of exchange rates. Duterte got 6 million more votes than the next guy. Foreigners are forbidden to involve into politics here. It is a deportable crime. I don't know what the future holds, but I think the guy is sincere. He is selling the Presidential yacht, gave the air fleet for air ambulance services, and has a plan to rid the criminal element. It may be a little throw-back, but it wasn't too long ago they hung cattle rustlers, in the "Old West". Maybe should hang the invaders into the USA! That would make them think four or five times about invading America!!
