The premise was that the US was organized around the cold war, but the threat had shifted to Islamic terrorism, so the govt needed to reorganize around that.
Hart-Rudman looked at the issue from the perspective of the federal govt while Gilmore looked at it from the perspective of state and local govt.
When Bush and congress created DHS and re-organized the govt, it was based on the findings and recommendations of Hart-Rudman and Gilmore.
