His resume is sparse for actual qualifying work experience and, it appears, that working for the Clinton campaign is probably the sole qualification.

Hillary’s priority wasn’t to find a highly qualified IT person. Her problem was finding someone willing to violate Federal law. The latter was her #1 priority.
If he was a democrat, that’s qualification enough.
The fact that he was underqualified does not surprise me.

I know government IT guys who have worked for 20 years and are only GS-11. Obvious use of tax payer money to reward political campaign supporters. Too bad for him but it looks like he is being set up to take the fall for Hitlery

Hillary knowing nothing about computers needed someone she knew she could trust. Pagliano more than likely was an obedient lap dog which made him extra special in Hillary’s eyes. He was her go to man. That was her downfall.

In general, anyone working at the GS-15 level in the federal government has management responsibilities. Its not unheard of, but its rare for a technician to rise to that level without being responsible for at least a small group of subordinates. The exception might be for someone with extraordinary and unique technical expertise in a critical field. The skillset of maintaining a server does rise to that level.
The unusually high salary of this particular job appears to have been a case of ensuring loyalty in the incumbent and “discrete” handling of extremely sensitive information.

I think the ONLY reason the DOJ gave him immunity was so that he had legal grounds to NOT talk to Congress. Sneaky bastards they are.
Fortunately he was underqualified in the respect that most of the 31000 e mails Hillary ordered him to wipe from the server have been restored by the FBI. If Hillary gets indicted it is in those e mails that the evidence rests.
