I agree. I would be extremely cautious attributing this to a “congressman”. It sounds bogus to me, and I’d give 8-5 odds it will be revealed as a hoax within a few weeks, if not days. I am sure many congressmen think this way, but they learn to keep their thoughts to themselves, or they would be out of job.

Yeah, you're right, I wish I had thought of it although I don't think I would be able to write with the same clarity as whomever wrote the excerpt posted in this thread.
