The key here are the words "better outcome"...Better outcome for who? Think about thier goals, both stated and un-stated, of not necessarily being pro-Amerrican, then it makes more sense. Of course, bureaucrats of any race can screw up and screw off, so this might not have much of an impact.

The statement is true ipso facto when you’ve been in an environment where “our diversity is our strength” has been a mantra, unquestioned, for a quarter century or more. No other proof or evidence needed.
