I suspect he means to study how the anti-American loonies can be circumvented and neutralized; to get them out of the way.
But I don’t know.
One of Trump's specific complaints is that refugees aren't vetted at all, or the vetting is perfunctory and unreliable. A permanent ban on Muslim immigration isn't tenable, but defining parameters for vetting proposed immigrants is.
I am not sure what Trump won’t have backpedalled on by the time he is done—and yet he is the best we have.
