Why can’t you order them.
You can’t order someone to exercise his/her rights as a citizen. Believe me, we’d have done it. The process of voting has to be independent and internally driven - you can’t make people care, or as somebody once said, “I can teach it to you. I can’t understand it for you.”

Voting isn’t really related to the mission or military duties - for that reason alone, it would be a strange thing to order somebody to do.
Add to that - some idiot would start ordering soldiers to not only vote, but who to vote for, and the entire concept is a giant cluster.
Instead, as voting officer, I just made available to the soldiers a mechanism to vote, since most were away from home and unable to vote the traditional way. And I added in a little cheerleading. But I couldn’t ‘order’ them to vote.
