Not so. It's been accepted practice throughout my lifetime that if once in a huge while a woman saw a man or a tranny (only in a big, creepy city) in the ladies' room, all she had to do was come out and call a cop. Or the manager. Who would come and throw him the f*** out.
If the Feds want to make those protecting the ladies into criminals, do you seriously not see that most people would rally round the ladies, rather than the predators--if it's put that way?
Wrong, mothers would bring little boys into the ladies room so they could watch them to make sure they did their business, and I never heard of a single fuss about it because everybody knew what was happening.
