It’s clear he’s talking about the loopholes when he says that, since that is the only way effective tax percentages can rise if the rates are lower.
I’ve been over this. Saying X on Sunday, and then combining X with Y that was posted on his website earlier, does not mean that he did not say X on Sunday.
And again, YOU just summed up what you think he was trying to say quite well and succinctly in about 2.5 words. Why didn’t he do that? It is a VERY easy thing to say, and it is a VERY VITAL thing to say if you’re in front of a TV camera. Why didn’t he say it?
