So the populist votes in the fascist ?

That's the tendency. Populism is a retrograde philosophy that ends up empowering government.

In that sense, Populist movements operate the same way as Communist movements -- initiated by one segment of a society seeking protection from another segment of society through the agency of a more powerful government.

Moreover, Populist movements are usually led by the symbolic "Man On A White Horse" -- a "strong man" who can be counted upon to take "executive action" against the predators.

Like Commmunist movements, Populism is more about punishing one class than it is about rewarding the other class.
