That really doesn’t surprise me. Though the Russians are quite strict in detaining people like him or at least restricting or monitoring their movement inside Russia at least if/when they are found out. I suspect there are many of them in Russia since Russian Federation has those *predominantly* muslim republic regions too. The link says he is convert to Islam and entered Turkey via Sarp border gate (Georgia/Turkey?).
Equally suspect there are many isis affiliated members inside Turkey itself, and/or using Turkey to transit to Syria or Iraq. Given Russo-Turkish shaky relations nowadays, his detainment has publicity value for the Turks as well. But, Turkey should also focus on its own citizens too, those who are affiliated with isis or similar.
