You haven’t been keeping up with the facts, and the possibility of one or both parents having become Canadian citizens remains open. The actual citizenship status of the parents on 22 December 1970 remains unknown, because Ted Cruz has caused most of the relevant the public records in Canada and the United States to be sealed for some reason. What we do know, however, is that under Canadian law at the time Ted Cruz was ineligible for Canadian citizenship at birth in Canada unless at least one parent was either a Canadian citizen or a Permanent Canadian Resident with the intention of becoming a Canadian citizen after the required waiting time had elapsed. This, of course, implies the married couple would typically be required to be pursuing the same Canadian Permanent Resident status and/or Canadian citizen status at the same time for the other spouse to qualify. Since we know Ted Cruz ultimately became a Canadian citizen, it implies Eleanor should have done so as well in order for her husband to qualify. Although there was a five year waiting period for most landed immigrants, there were some special exceptions. In particular, any person who was a British subject had a waiting period reduced to only 1 year. Eleanor abandoned her American husband in London, England, and she subsequently gave birth to a son in England who was not his son. So, we cannot yet exclude the possibility that Eleanor had a secret marriage with a British subject and acquired British citizenship before returning to the United States by using her U.S. passport unlawfully. Furthermore, the 5 year or 1 year waiting period did not require a constant presence in Canada. Rafael and/or Eleanor Cruz could have started the waiting period of 1 or 5 years before they made the final move to Canada while performing their employment duties as oil industry mathematicians. Unfortunately, the press is only circulating the information provided to them by Ted Cruz and his father, and much of that information has already been disproved as fabrications and lies.

Yes, which implies one or both parents had to be a Canadian citizen and/or a Canadian Permanent Resident on the path to Canadian citizenship when Ted Cruz was born, due to the requirements of Canadian citizenship law at the time.
