Those are barriers. The heat on the tarmac is causing the waves, that appears to be billowing material, by distorting the image/view. On the bottom of the barriers are darkened slots used to move the barriers with a forklift.
On the right is an orange generator that powers a tower light component. About 2 feet of the equipment is obscured which alludes to the barrier’s height.
