I firmly believe if LOCKHEED had been failing in Reagan’s term, however, he would have approved a bailout of Lockheed.
Our normal policy under Reagan, for example, was to spread the submarine building contracts around to always maintain two builders (Newport News and Electric Boat), even if one wasn’t particularly competitive-—because we needed more than one to maintain competitive pressure on the other.
Trump supports this. And it’s wrong?
