that is most certainly how the current system works.
in direct democracy, everyone votes, majority wins.
representative govt, people elect delegates to represent them. Tomorrow, PA citizens get to vote for their candidate choice, as well as their delegates. some delegates have declared for trump, some for cruz, some will support whoever gets the majority of votes in their district.
only drawback is by the time the last states have their primary, many of the candidates have dropped out - as it is now. That does NOT mean that PA voters should give up their power at the ballot box because some people think mob rule is acceptable.
Some states have had no votes at all.
That is neither here nor there because UF this ends up in a contested convention you will see just how nasty and corrupt the GOP really is
