It’s not hypocrisy. It is gamesmanship. If union shops are exempt, then they hope that some businesses will actively seek to become unionized. The unions are probably prepared to negotiate contracts which extend sub-$15 minimum wages for some period beyond 2022.

They obviously want to encourage the hiring of more union workers.
You could staff your place w/non union folks at 15 per hour, or union folks @7.
If they get their way, I hope someone has the gumption to file a lawsuit claiming the 15 is arbitrary and capricious.
